Publishing is a conversation with a platform, and the platform answers. The answer may arrive as an HTTP status, as a line inside a successful response, or as nothing at all. A tool that watches the screen sees a label change from Publish to Update and calls the work done. A tool that listens to the network sees whether the platform accepted the request, refused it, or quietly rate limited the account. That difference costs nothing to observe, and it separates a report you can trust from a guess dressed up as a result.
